Advertisement for Bids – North Park Pickleball Complex






Sealed bids for the North Park Pickleball Complex will be received at the Office of the Board of Trustees of Jackson Township, Stark County, Ohio, 5735 Wales Avenue NW, Massillon, Ohio 44646 until 4:30 P.M. local time on Tuesday, December 21, 2021.  Bids will be publicly opened and read on Tuesday, December 21, 2021 at 5:00 p.m.  The time, place, and date of bid openings may be extended to a later date by the Board of Trustees, provided that written notice of the change shall be given to all persons who have received or requested specifications no later than 96 hours prior to the original time and date fixed for the opening.

There is no charge for accessing the bid documents through the Township’s website.  No paper copies will be sold.

The above designed work includes the furnishings of all labor, equipment, material, appurtenances, and incidentals required for North Park Pickleball Complex. The surveys, plans, profiles, cross sections, estimates, and specifications for it are available at for inspection and examination of all persons interested and at the Jackson Township Public Works Department located at 5735 Wales Avenue NW, Massillon, Ohio 44646 during regular business hours beginning November 15, 2021.  No paper copies will be sold.

Each bid and all certificates shall be upon the forms furnished with the specifications and shall be delivered to the Jackson Township Administrative Offices at or prior to the date and hour specified for receiving bids.  Each bid shall be in conformity with the Revised Code of Ohio, shall contain the names of every person and company interested therein, and shall be on the forms included in the specifications.  Each bidder must submit evidence of its’ experiences on projects of similar size and complexity.  Each bid shall be accompanied by a proper certificate by corporations not chartered in Ohio testifying that such corporation is authorized to do business in Ohio.

All contractors and subcontractors involved with the project will, to the extent practicable use Ohio products, materials, services, and labor in the implementation of their project.  Preference will be given to contractors having their principal place of business in Ohio over contractors having their principal place of business in a state which provides a preference in that state in favor of contractors of that state for the same type of work.

Construction work shall be subject to the prevailing wage rates established by the Ohio Department of Industrial Relations.  Each bidder must insure that all employees and applicants for employment are not discriminated against because of race, creed, sex, disability or military status as defined in section 4112.01 of the Revised Code, or color.

No contract shall be entered into unless the bidder possesses a valid certificate of compliance with affirmative action programs issued pursuant to section 9.47 of the Revised Code and dated no earlier than one hundred eighty days prior to the date fixed for the opening of bids for a particular project.

Each bid shall be accompanied by a bid guaranty in the form of: 1) a certified check, or cashier’s check, or letter of credit, equal to ten percent (10%) of the bid; or 2) a bid guaranty bond for the full amount of the bid; both forms of a guaranty as provided in Ohio Revised Code 153.54 and in the project specifications.  The amount of the bid for said guaranty purposes should include all additive and deductive alternates.  All bid guaranties shall be conditioned that if the bid is accepted within sixty (60) days of the opening, a proper contract shall be executed, and that upon failure or refusal to enter into said contract within ten (10) days after receipt of notification of award the bidder and the surety on any bond shall be liable to the township in an amount not to exceed ten percent (10%) of the bid. At the option of the Jackson Township Trustees, such bond/check will be returned to all except the apparent low bidder: however, the bond/checks of all unsuccessful bidders will be returned immediately upon award of the contract or the rejection of all bids.

The estimate for this Project is contained in the Project Specifications. Ohio Revised Code Section 153.12 prohibits the Jackson Township Trustees from awarding a bid if the price is more than ten percent (10%) in excess of said estimated cost.

A contract will be awarded to the lowest and best bidder who meets requirements of ORC Section 153.54.  The Jackson Township Trustees reserve the right to reject any or all bids, to waive any informalities or irregularities in the bids received and to accept any bid or combination of bids which is deemed most favorable to the Township at the time and under the conditions stipulated. Terms of payment are as provided in Chapter 153 of the Ohio Revised Code.  Work shall not begin prior to the authorization in writing by the Board of Township Trustees.  Time of completion is located in Section 102.23.
